A news article in World Information Review indicated that ISI is about to release a product, Web Citation Index, that will search Open Access (OA) content, such as OA journals, pre-prints, and institutional repository content. It apparently uses the same technology as Web of Science, a tool we know well at the U of C.
Web Citation Index seems to have been announced last year (I must have missed something). Here's the February 2004 press release that announces ISI's partnership with NEC Laboratories America on the product plus a March 2004 article from Information Today.
